Recently, the National Development and Reform Commission issued an announcement on soliciting public opinions on the "Industrial Structure Adjustment Guidance Catalogue (2019 Edition, Draft for Comments)", the announcement stated that in accordance with the "Opinions of the State Council on the Implementation of the Negative List System for Market Access" and the "Notice of the State Council on Printing and Distributing the Three-Year Action Plan for Winning the Blue Sky Defense War" and the requirements and deployment, the National Development and Reform Commission and relevant departments have revised the "Industrial Structure Adjustment Guidance Catalogue (2011 Edition) (Amendment)" to form the " The Guiding Catalogue for Industrial Structure Adjustment (2019 Edition, Draft for Comments) is now open to the public for comments.
 

The Catalogue for the Guidance of Industrial Structure Adjustment (2019 Edition, Draft for Comments) consists of three categories: encouraged, restricted, and eliminated. The encouraged category is mainly for technologies, equipment, products and industries that play an important role in promoting economic and social development, and are conducive to meeting the needs of the people for a better life and promoting high-quality development. The restricted category is mainly backward in process technology, does not meet the industry access conditions and relevant regulations, and prohibits new construction and expansion and needs to supervise and transform production capacity, process technology, equipment and products. The elimination category is mainly backward processes, technologies, equipment and products that do not meet the relevant laws and regulations, do not have safe production conditions, seriously waste resources, pollute the environment, and need to be eliminated.
 

In the catalogue, the non-ferrous metals encouraged categories are: the exploration and development of existing non-ferrous metal mines to replace resources, and the mining of deep and refractory deposits of scarce resources; development of high-efficiency, low-consumption, low-pollution and new smelting technologies; Efficient, energy-saving, low-pollution, large-scale recycling and comprehensive utilization of renewable resources; information, new energy, non-ferrous metal new material production; new non-ferrous metal materials in transportation, high-end manufacturing and other fields; New energy, semiconductor lighting, continuous metal coils, vacuum coating materials, and high-performance copper foil materials in the field of electronics. Among them, the catalogue also specifically points out that the recycling of waste and miscellaneous non-ferrous metals, the comprehensive utilization of valuable elements, the comprehensive utilization of red mud and other smelting waste residues, the extraction of alumina from high-alumina fly ash, the reduction, resource utilization and harmless utilization and disposal of tungsten smelting waste residues, as well as transportation and high-end manufacturing products, such as copper alloy precision strips with a compressive strength of not less than 500MPa and a conductivity of not less than 80% IACS and ultra-long wire rod products and other high-strength and high-conductivity copper alloys, new high-strength and high-conductivity copper alloys for the main load-bearing structure of transportation vehicles. High-toughness, corrosion-resistant aluminum alloy materials and large-size products, used in aerospace, nuclear industry, medical and other fields of high-performance tungsten materials and tungsten matrix composite materials, high-performance ultra-fine, ultra-coarse, composite structure cemented carbide materials and deep processing products, honeycomb ceramic carriers and rare earth catalytic materials and other materials development.
 

The restricted categories include: new and expanded tungsten mining projects with tungsten metal reserves of less than 10,000 tons and an annual mining scale of less than 300,000 tons of ore; New construction and expansion of tungsten, molybdenum, tin and antimony smelting projects and antimony oxide, lead-tin solder production projects; rare earth mining, smelting and separation projects and rare earth secondary resource recovery and comprehensive utilization projects; Single series of blister copper smelting projects below 100,000 tons/year; electrolytic aluminum project; lead smelting project; New single-series zinc smelting projects below 100,000 tons/year, zinc-containing secondary resources and direct leaching projects with a single series of 30,000 tons/year, and hydrozinc smelting projects with a single-series of 50,000 tons/year; magnesium smelting project; 100,000 tons/year of independent aluminum carbon projects; New single-series production capacity of 50,000 tons/year and below, reconstruction and expansion of single-series production capacity of 20,000 tons/year and below, as well as recycled lead projects whose resource utilization, energy consumption, environmental protection and other indicators do not meet the requirements of industry access conditions; new construction and expansion of primary Hg mining projects; new construction and expansion of vertical tank zinc smelting projects; Monazite Extraction Rare Earth Chloride Project. Among them, except for the technical transformation projects that meet the comprehensive utilization projects and advanced energy-saving and environmental protection processes, and the projects that meet the relevant national requirements and laws and regulations.
 

The elimination categories are: the use of muffle furnaces, manger furnaces, horizontal tanks, small vertical tanks, etc. for roasting, simple condensation facilities for dust collection and other backward methods of zinc smelting or production of zinc oxide process equipment; Hg is refined by backward methods such as iron pots, earthen stoves, distillation tanks, crucible furnaces and simple condensation and dust collection facilities; The process equipment for refining arsenic oxide or metal arsenic is made by backward methods such as soil pit furnace or crucible furnace roasting and simple condensation facility dust collection; Aluminum self-baking electrolytic cell and pre-baked tank below 160kA; blast furnace, electric furnace, reverberatory furnace copper smelting process and equipment; Flue gas acid production dry purification and hot concentrated acid washing technology; antimony refining is made by backward methods such as pit furnace, crucible furnace and Hestler furnace; Adopt backward lead smelting process and equipment such as sintering pot, sintering tray, and simple blast furnace; The process and equipment for smelting recycled aluminum alloy and recycled lead in a crucible furnace; Wet fluoride salt project for aluminum; Recycled aluminum and recycled lead projects below 10,000 tons/year; Reverberatory furnace project using direct coal combustion in the production of recycled non-ferrous metals; copper wire rod (black rod) production process; lead smelting process of sintering machine without acid production and tail gas absorption system; sintering-blast furnace lead smelting process; Recycled copper incineration process and equipment without flue gas treatment measures; Production process and equipment of recycled copper in traditional stationary reverberatory furnace below 50 tons; Reverberatory furnace recycled aluminum production process and equipment below 4 tons; ionic rare earth ore heap leaching and pool leaching process; monazite mono-mineral development project; Rare earth chloride electrolysis to metal preparation process project; Rare earth fluoride production process for wet production of electrolysis; 20,000 tons/year (REO) or less hybrid rare earth mine development project; 5,000 tons (REO)/year of basilite rare earth mine development project; 500 tons (REO)/year of ionic rare earth mine development projects; Rare earth separation projects below 2000 tons (REO)/year; Light rare earth metal smelting projects below 1500 tons/year, electrolyzer current less than 5000A, and current efficiency less than 85%; Primary Hg mining (16 August 2032); Blast furnace lead smelting process equipment (December 31, 2020).
 

In addition, the catalogue points out that those that do not belong to the encouraged, restricted and eliminated categories, and comply with the relevant national laws, regulations and policies, are allowed and are not included in the catalogue.
